This paper is divided into two parts. The dossier provides a description of the phenomenon of recent extra-EC immigration in Italy. The analysis demonstrates clearly how the history of European migrations may be of essential use in interpreting today's developments and forecasting their evolution in the future. The dossier concludes with a discussion of the relationship between the dynamics of migration and urban policies, with special reference to Piedmont and Turin. The second part of the article reviews a series of proposals for feasible urban policies. These proposals are aimed at local administrations responsible for managing and implementing emergency and immigrant reception policies and policies designed to integrate immigrants into the economic and social life of the modern city.
