The paper examines the possible success of economic reform in the countries of Eastern Europe. The author claims that the conversion of the socialist economies to a market economy is subordinate to two structural conditions: the stable existence of democracy and the replacing of the present collectivist system with a system of private property rights. He points out the difference between the current situation in the countries of the East and that of West Germany after the Second World War. There is no historical law to guarantee the success of the process of conversion of the socialist economies as they stand. What will be decisive, instead, will be the willingness of the citizens of such countries to accept all the diverse principles of the market economy, despite decades of political indoctrination.
