This essay analyses the most recent evolution of the trade unions, after first outlining their historical and political origins. In Italy today the trade unions de facto perform the function of uniting a given bloc of ranks and classes and defending their interests. The present situation has prompted two draft laws, which the author examines, on the new organisation of union representations in companies and the right to strike; the legislation which they propose is once more dirigiste and binding. As a result, the flexibility the production system needs is almost totally unburdened onto outsider, especially the young generations. Workers on the official labour market are decreasing in number and are progressively seeing their available income net of tax drop, while members of the "other" market are excluded from the first on account of its constraints.
