In this article, the author explores three contrasts: that between a ‘thick’ and a ‘thin’ conception of democracy; that between a local and a global level in the development of the globalisation of law; and, finally, that between the development of global citizenship and the role played therein by elites as opposed to democratic processes. His conclusions are that, in the present reality, the marriage between citizenship and democracy has dissolved, and that the role of elites is crucial in the building of citizenship.
