Abstract

In recent years, the concept of food poverty in Global North societies has undergone a process of redefinition, evolving from a mere issue of food availability to a multidimensional phenomenon caused by the lack of guarantees for human and social rights. In this context, the COVID-19 pandemic has accelerated the transformation of the system that seeks to contain the phenomenon – namely, food welfare – through greater involvement of public actors and the experimentation with new forms of welfare mix. This study analyses the case of Turin by mapping and categorizing initiatives aimed at combating food poverty. The analysis highlights the plurality and heterogeneity of active organizations, distinguishing between emergency and non-emergency interventions, as well as different levels of formalization within associative networks. The analytical framework here proposed not only provides a systemic interpretation of the Turin case but also suggests its applicability to similar urban contexts, thereby contributing to the understanding of the right to food as an integral part of social policies.
